The International Property Flood Resilience Association (IPFRA) has today announced the appointment of two new members to its Executive Board, with effect from 1 July 2026.

Dave Lowe, Managing Director of CARO Group, and Simon Gilliland, CEO of Flood Technology Group, will join the Executive Board as IPFRA continues to strengthen its position as the voice of the property flood resilience (PFR) sector.

The appointments bring additional expertise from two businesses widely recognised for innovation within the flood resilience industry. CARO Group has built a strong reputation over more than 30 years as a trusted supplier to the construction and manufacturing sectors, delivering flood defence systems and drainage solutions. Flood Technology Group has developed Flood Adaptive Platform technology designed to improve recoverability and resilience for properties in flood‑prone locations.

The appointments follow a significant first year for IPFRA, which was formally launched at Flood & Coast 2025 and has since quickly established itself as the central voice of the PFR industry.

Dave Lowe of CARO Group said: “IPFRA has become an influential voice for the flood resilience sector. Simon Gilliland of Flood Technology Group (pictured right) added: “There is growing recognition of the importance of resilience, recoverability and long-term adaptation when it comes to flood risk, and IPFRA is helping to drive those conversations at an industry level.  I’m pleased to be joining the Executive Board at such a pivotal time for the sector; collaboration across the industry has never been more important.”

The IPFRA Executive Committee Board includes Graham Brogden MBE as Chair, supported by Directors Shelley Evans (JBA Consulting), Matt Keight (M3 Group), Russell Burton (RAB Consultants), Gareth Boyd (Watertight International), and Jo Ewart-Sear (Whitehouse Construction) and Executive Committee Members Steve Thompsett, Peter Marchant, Gavin George, Ben Catlin, Mark Arrowsmith and now Dave Lowe and Simon Gilliland.
